In a significant move to address housing demand, the July 2025 Build-To-Order (BTO) exercise has launched a total of 10,209 flats, comprising 5,547 new BTO units and 4,662 Sale of Balance (SBF) flats. This latest offering aims to meet the growing needs of prospective homeowners in a competitive market where housing options are increasingly limited. The inclusion of a substantial number of flats marks a strategic effort by housing authorities to enhance affordability and accessibility for different segments of the population.

Among the launched flats, 2,601 have been designated as Prime BTO units, representing the highest proportion offered in a single BTO exercise since October 2024. This is a noteworthy development, as Prime BTO projects typically attract significant interest due to their desirable locations and amenities. The introduction of these units is expected to stimulate applications from first-time buyers and those looking to upgrade, providing them with a wider range of choices in key areas of the city.

The application period for these flats is set from July 23 to July 30, 2025, during which interested buyers will have the opportunity to submit their applications. Analysts anticipate an estimated application rate of 3 to 3.5 times, indicating strong demand for these new homes. The high application rate reflects the ongoing interest in BTO projects, as many prospective homeowners look to secure a property amidst rising market prices and limited resale options.

Notable developments within the Prime BTO category include Alexandra Peaks, which offers 498 units, and Alexandra Vista, comprising 609 units. Additionally, Clementi Emerald features 753 units, while Toa Payoh Ascent provides an impressive 741 units. Each of these projects is strategically located in popular residential areas that offer convenient access to amenities, public transportation, and educational institutions, making them highly sought after by young families and professionals alike.

The variety of flats available in this exercise not only caters to diverse preferences but also reflects the government’s commitment to providing more affordable housing solutions. The inclusion of both new BTO units and SBF flats allows for a broader selection for applicants, ensuring that there are options available for different income levels and family sizes.

Looking ahead, the next BTO exercise is scheduled for October 2025, which will offer an additional 9,100 flats across eight different towns. This ongoing effort to expand the housing supply underscores the authorities’ recognition of the persistent demand for affordable housing in urban areas.

As the market continues to evolve, the focus remains on balancing supply and demand to ensure that homeownership remains within reach for many Singaporeans.
